City Background

rijeka aerialThe City of Rijeka located on the coast of the northern Adriatic, is the largest port in Croatia and as an industrial, administrative, cultural and university centre of the Region, it serves 400,000 inhabitants. It's excellent geographical position and natural beauty is influenced and provoked by a turbulent history and rich cultural and industrial heritage.
The City is surrounded by three most important tourist regions of Croatia (Istria, Kvarner and Crikvenica and Novi Vinodolski). It is an open and visitor-friendly city in which some twenty national minorities and ethnical groups live in peaceful coexistence.

Due to its geographical position and good transport infrastructure (both road and railway) it has traditionally been of vital importance for Croatia and for the neighbouring countries (Slovenia, Austria, and Hungary). In the past Rijeka was predominantly an industrial centre, nowadays the City and its neighbouring areas are trying to establish the area as an important tourist destination.

The most important development project, Rijeka Gateway Project, supported by the World Bank, incorporates the modernization and construction of road and railway infrastructure, port facilities as well as improvements of the Rijeka Airport capacities – all in line with creating Rijeka as a significant European intermodal hub on the Adriatic.

Since 1972, the City of Rijeka has been devoted to the implementation of new technologies in managing of public businesses in the Rijeka City Administration, in cultural, social and educational institutions as well as in public companies in order to provide a more efficient overall management of the city, its resources and everyday activities, and to improve the attractiveness of the city for tech companies and digital start-ups.

Over the past decade, the City of Rijeka has made available a full range of online information through its websites and a variety of electronic services accessible by the Internet with the aim to provide citizen-centric services, to improve the quality of decision-making and to promote greater trust and enhance public value.

Today the vision of the city is the transformation of the urban area, environment and economy through the widespread development and adoption of modern ICTs. The aim is to stimulate innovation, create jobs, empower citizen engagement and improve the quality of city life for all citizens, businesses and visitors.

The city of Rijeka is a leader in Croatia when it comes to engaging citizens online offering citizens new ways to challenge municipality leaders about their ability and willingness to address public concerns by actively using social media and web 2.0 activities and has received several national awards for the openness and public information accessibility.

To achieve its digital vision the city also runs projects to improve digital literacy of its citizens, facilitating access to digital technologies and infrastructure ensuring that no citizen is left behind in the pursuit of a digital future.

The City of Rijeka have signed the Green Digital Charter committing to use ICT as a main driver to improve energy efficiency.

Why building the iURBAN system for the city

rijeka solar pannelThe City of Rijeka is one of the first European cities that joined the European initiative “The Covenant of Mayors” in 2009. It is an initiative which connects cities with goals to exchange experience in implementing effective measures to achieve sustainable development of the city through reduction greenhouse gas emissions, increasing the use of renewable energy and energy efficiency.
The City of Rijeka is a member of European energy cities association “Energy Cites”.

In 2010, among the first cities in Croatia, the City of Rijeka prepared its Sustainable Energy Action Plan (SEAP), which anticipates 42 measures and activities aimed at reducing CO2 emission in three sectors: building, transport and public lighting. Pursuant to the analysis of the implementation of these measures we will achieve 32% reduction of CO2 till 2020.

The City of Rijeka has majority of ownership in a regional energy company Energo, a gas and district heating distributor and public lighting management company. Several sustainable energy projects have been done in last seven years.

Systematic Energy Management
In 2008, the City of Rijeka joined the “Systematic Energy Management” (SEM) project as a part of a comprehensive initiative “Croatia - Removing Barriers to improving Energy Efficiency of the Residential and Service sectors“ which was jointly managed by the Ministry of Economy, Labour and Entrepreneurship and the United Nation Development Programme (UNDP) under the financial support of the Global Environmental Facility and the Environmental Protection and Energy Efficiency Fund of Croatia (EPEEF).

SEM aimed at introducing an energy management information system that will store and analyse data on energy consumption in the buildings owned by the City of Rijeka, based on monthly reading of consumption. The project has been successfully implemented for five years already.

Solar energy in the city
City of Rijeka also supports renewable energy use by investing in photovoltaic energy plants. In May 2009 the first solar power plant was installed on the upper terrace of the Council building, in the centre of Rijeka, with power of 9,9 kW and annual electricity production of 12MWh. Photovoltaic power stations installed on seven public buildings with a total capacity of 90kW.

Energy efficient public lighting
As public lighting in urban areas represents significant cost to the city budget, in 2003. Rijeka decided to implement energy efficiency public lighting project with a main objective to reduce energy consumption and to reduce lighting pollution. With new constructions and reconstruction the 95% of existing lighting became efficient, total number of lighting points is 14.540 and installed power of public lighting in the city of Rijeka is 2.34 MW.

Energy efficiency in public transport
The utility company Autotrolej owned by the City of Rijeka has 21 new vehicles (11 buses and 10 minibuses) running on compressed natural gas. The estimated savings in fuel price is 130,000€ per year and the reduction of CO2 emission is 250 tons per year.

CHP plants
First Rijeka Cogeneration plant was installed at Swimming pool built in 2008 with power generating sets consisted of 3 gas boilers and 2 CHP units (gas). CHP units consist of 2 x 0.23 MW electric and 2 x 0.36 MW thermal power. New CHP plant will be installed at Campus with total power 23 MW.

Energy efficiency in heating systems
Annual average construction of gas pipes in Rijeka is 30 km. Energo Gasification has 13 heating plants converted to natural gas with total power of 84.56 MW serving 7,814 households.

Heat cost allocators in households
25,507 heat cost allocators have been installed in 6,296 households within the first Croatian project to drive energy efficiency improvements in households co-financed by the City of Rijeka and the Environmental Protection and Energy Efficiency Fund.

Energy efficiency and renewable energy sources in buildings
Buildings constructed by the Subsidised Housing Agency of the City of Rijeka have been designed respecting the energy efficiency principles and to use renewable energy sources through a photovoltaic power stations.

Green Energy in My Home
The project is aimed at encouraging the use of renewable energy sources in households by co-financing 40% of the total cost of solar panels for preparing consumable warm water and bio fuel heaters.
